THE FIRST INSTALMENT. – A steamer arrived at City Point yesterday, and landed about eight hundred negro troops. They are supposed to be the First United States Coloured Cavalry, under command of Lieutenant Colonel W. H. Seip. They came from Texas, and more are coming.
