AN OLD PUBLIC FUNCTIONARY DEPARTED. - Mr. John Caphart, one of the police of Castle Thunder, and who may, indeed, from his age, appearance and length of service - having been attached to the prison since its establishment - have been regarded as the patriarch of the institution, departed this life Wednesday night about ten o'clock. For several months Mr. C.'s health has been rapidly declining, and his demise was not unlooked for by his friends. In his time he was a faithful officer. Before the war he belonged to the police force of Norfolk, in which city he was highly esteemed.
