SHAMEFUL NEGLECT. – Several hundred sick soldiers arrived in the city, yesterday afternoon, by the Central train, and for want of proper arrangements for their reception and accommodation, the poor fellows had to lie down in the streets, near the Provost Marshal's office, where they remained for two or three hours. They were at length marched off to Camp Winder, two miles distant. Many of them had eaten nothing during the day.
