From the Richmond Examiner, 4/3/1865, p. 2, c. 2

SPECIAL MEETING OF CITY COUNCIL. – A special meeting of the City Council was held on Saturday afternoon at 4 P. M. Present – Mr. Saunders, President; members, Messrs. Stokes, Griffin, Clopton, Richardson, Burr, walker, Scott and Glazebrook.

The meeting was called for the consideration of the application of the Richmond Soup Association for an appropriation of ten thousand dollars a month for the next two months for the support of the soup house of the Association. A letter to this effect, addressed to Mr. Burr by the committee, was read by that gentleman.

Mr. John Purcell, a member of the committee of citizens asking the appropriation, being present, addressed the Council in advocacy of the appropriation asked for.

The appropriation was granted.

An appropriation of five thousand dollars was made to the Richmond Male Orphan Asylum.

Some other business of a general character was transacted and Council adjourned.
