Flag Presentation. – At six o’clock yesterday afternoon a flag was presented from the south portico of the City Hall to the Second regiment of Reserve Forces. It was the handiwork of a number of young ladies from Shockoe Hill and Mr. John H. Gilmer presented it in a speech of some minutes length, at the conclusion of which he was loudly cheered. Colonel Thomas J. Evans, in receiving it on behalf of his regiments, delivered some soul-stirring remarks, during the course of which he referred to the gallant part some of his members had borne in the fight which took place some time since at Staunton River bridge on the line of the Danville railroad. Fine music was discoursed during the ceremonies of the occasion by the Armory band, and everybody was delighted.
