New Company Formed. – A company of citizen soldiery was formed in Richmond yesterday, and Hon. Wm. F. Sims, of Kentucky, chosen commander. They were addressed for some length from the steps of the Governor’s mansion by Capt. Sims, on the nature of their obligation as soldiers. The speech was received with enthusiasm. Capt. Sims, now a member of the C. S. Senate, was during the Mexican war a Captain of Kentucky Volunteers.
