From the Richmond Dispatch, 7/6/1861, p. 2
The Reason Why. - The City Railway, though laid down, cannot be worked for the want of the proper cars. The car running between Broad street and the Fair grounds could have been obtained, but was found to be too heavy. Parties who have been in the habit of building cars in this State are now engaged in pursuits looking towards the defence of the State - a more important matter just now than car-building. If the proper cars could have been obtained by the company, our people would now be using the street railway. This fact should excuse the stockholders, if anybody were so unreasonable as to charge them with neglecting to accommodate the public.
