Topheavy. - John Gorman, the sailor who promised to leave the city two or three days ago, again appeared before the Mayor yesterday for drunkenness, and was committed in default of surety. John H. Singer, who represented that he came from Powhatan county, where he dug wells and fixed water arrangements generally, was up for getting more whiskey aboard than he could conveniently carry. The Mayor advised him to go back to his water-works, which he promised to do, and departed.
