From the Richmond Dispatch, 8/1/1862, p. 1, c. 5
Not Finished. – None of the wells authorized to be sunk by the City Council have yet been put in operation. The one begun at the corner of 11th and Main streets, after reaching a depth of about 40 feet, commenced caving in near the bottom, rendering curbing necessary. Another, near the intersection of 20th and Franklin streets, intended for the accommodation of the numerous hospitals in that vicinity, has only reached a depth of about fifteen feet. Others in different parts of the city have made no greater progress.
