From the Richmond Dispatch, 5/19/1863, p. 1, c. 5
City Council. – Mr. Randolph submitted the opinion of the City Attorney on the subject of the city paying for the damage done to private property by the mob of the 2d of April. The Attorney’s opinion is that the Council, in behalf of the city, has no legal right to pay any demands for such damage, and that they would violate law in assuming to do so. Mr. Randolph moved that the opinion be published in one of the city papers. An amendment offered by Mr. Walker, providing for the publication of the opinion in all of the daily papers, was adopted.
