NEW YORK, Oct. 14.

The Herald’s Richmond correspondent says: Chas. Palmer, the well-known Unionist candidate for the State Senate, has been defeated by John W. Gilmer. Out of five candidates for Congress and the Legislature, only one Unionist (Franklin Stearns, for the Legislature,) is elected.

The Constitutional amendment, which removed disability of holding office from those who prominently participated in the rebellion, is adopted.

I learn from an authoritative source that the freedmen have subscribed three millions of the eight millions subscribed for in Eastern Virginia of the various loans. The rest has been subscribed by Northern men doing business in Va. Not one dollar has been subscribed by a native white Virginian.
